I actually think Quarantine is my favorite of his that I've read so far, though the sci-fi parts are less strong than Permutation City, some of it's philosophical aspects about identity feel like they're more immediately relevant.
I'm working on Axiomatic, which is a collection of his short stories. His characters are a little flat and his endings feel a little odd, but I love the worldbuilding and the ideas.
Quarantine had me running around in high school reading Quantum Physics books and mostly failing to understand them.
